MINUTES OF A.G.M. HELD ON FRIDAY 30th OCTOBER 2009 AT KNOWLE GOLF CLUB

2)Minutes of the 53rd A.G.M. were approved with the following amendment:
Where reference is made under Any Other Business to a vote being taken on whether or not players should be restricted to their “Home Club” the motion was “dismissed by a considerable majority” and not “unanimously”.

3)There were no other matters arising. 4)Chairman’s Report.
The Chairman began by congratulating the Divisional Winners for 2009 with a special mention to Saltford who had retained the Division 1 title and would represent the League in the Inter-Divisional match at the beginning of the 2010 season. He thanked Mendip Spring & Woodspring Golf Clubs for hosting the League Finals and Hi-Lo Foursomes Championships. Both courses were presented in excellent condition and catering of the highest standard. He continued to thank the Committee members for their work during the year with special mention of the Match Secretary, Adrian Hands, who had improved the League web site substantially as well as keeping the Results and Tables up to date. Next year would see the introduction of a record of all matches played by each player to assist Clubs in allowing “ineligible” players to take part in a match. He went on to thank the SecretaryTreasurer for his contribution in his final year as Secretary/Treasurer. Finally, he made reference once again to the alleged actions by a member club. He went on to say that the Leagues function was to provide a platform for member clubs to play competitive inter club golf on a semi friendly basis and in itself was not a governing body. So far as the League was concerned they had carried out what investigations they could and were satisfied that no rules had been broken. He hoped that this was now an end to the matter. 5)Secretaries/Treasurers Report.
Circulated with AGM Agenda. The Secretary/Treasurer made brief comment on the drop in income through lack of sponsorship and investment income due to the present financial situation generally. Nevertheless, the financial position was sound and he saw no reason why the League should not be able to continue on its present basis for years to come. He informed the members present that he would be stepping down as Secretary and Treasurer after some 10 years in the position but would remain on the Committee, if elected, to ensure a smooth transition to the new Secretary. He then offered to take questions from the floor of which there were none. The Accounts for 2009 were approved by the members present.

6)Election of President.
In his absence, Alan Shore was proposed for President of the League and unanimously appointed by those present. Proposed-W Rowlinson (Clevedon) Seconded-W Hole (Shirehampton)
7)Election of Officers.
The Chairman reported that he was able to offer the services of Mrs Barbara Bennett to take on the position as Secretary and Treasurer and asked for any other nominations from the floor. None were forthcoming. Mrs Bennett was then formally proposed and elected unanimously:

The remaining Committee members had indicated their willingness to stand for a further year and all were duly appointed. With A Hands (Woodspring) continuing as Match Secretary.

8)League Fixtures.
The Fixture Meeting was held at Knowle Golf Club on Thursday 17th September 2009.
9)Foursomes Championship.
The Kendleshire Golf Club-Sunday 9th May 2010.
10)League Finals.
Filton Spring Golf Club-Sunday 12th September 2010.
11)Proposed Amendment to League Rules.
Changes to Rule 2 and 3 were considered in the absence of both the Proposer's (Weston-Super-Mare) and Seconder’s, (Tall Pines) being present to state their case. A brief discussion took place with a member pointing out that the proposition was unfair compared to the existing system. It allowed promotion and relegation to be unfairly effected in so far as a club could be relegated after winning matches during the year against a club that hadn’t won any if adopted. A vote was taken and the motion failed by a significant majority.
Changes to Rule 5(b) were discussed with the advantages and disadvantages outlined by members present. A vote was taken after due discussion and the motion carried by the majority required. The change would come into effect for the 2010 season.
11)Any Other Business.
The representative from Mendip Spring expressed disappointment that the League had not formally written to the Club and thanked them for hosting the League Finals. The outgoing Secretary apologised for this. The omission was due to a personal oversight which he would correct immediately. The same member also raised the subject of a letter he had sent to the Match Secretary regarding the final matches of the season in Division 8 which, it turned out, affected the promotion issues in that some clubs were unaware that such issues were still alive. The Chairman acknowledged that although he had attempted to make members aware, lack of information on certain results had hampered this process. He outlined the reasons for a further promotion spot becoming available and apologised for what had happened this year. The member from Shirehampton raised the subject of Rule 6 and what constituted a “member” in particular the category of Social membership of a club. The Chairman informed the meeting that Social membership meant different things to different clubs so it was difficult to give any advice. The Rules require players to be affiliated to the EGU and if this was complied with, and “membership” existed, then a member was eligible to play for that club.
There being no other business the meeting closed at 8:38 PM.
